Per la prima parte si dice "is it correct to say" (e' giusto dire),oppure "would it be correct to say" (sarebbe giusto/corretto dire?).
In tutti i modi ci vuole qualche cosa tra "is" e "right"" "is it right?" (e' giusto?), "is this right?" (questo e' giusto/corretto?).

Non ho mai sentito una tale espressione, ma se ci teniamo alla grammatica
"If my grandfather had three balls, he would be a pinball" (se lui avesse 3 palle, sarebbe un pinball - credo che si direbbe cosi in italiano ma io i verbi li massacro sempre!)
In inglese si sente spesso (la prima e' una espressione volgare) (per farti capire meglio):
if my aunt had balls, she'd (=she would) be my uncle (se mi zia avesse le palle, sarebbe mio zio)
if pigs had wings they would fly (se i porci avessero le ali, volerebbero)

Barda e' difficile per me spiegare a te ad altri forumisti come funziona la grammatica inglese.
Io avevo gia una certa eta quando i miei genitori decisero di emigrare. L'inglese che ho imparato l'ho imparato cosi (di suono, all'orecchio). Lo vedevo scritto sui libbri, sui comic books, sui qulotidiani, lo ascoltavo in televisione/radio. So soltanto che si dice in un certo modo, non perche ho una base di grammatica dall'asilo/kindergarten.
Per esempio sei io dico "If my grandfather had invested his money wisely, he would be a rich man today" (se mio nonno avesse investito beni i soldi, oggi sarebbe un uomo ricco). Ma se tu insiti a dire "If my grandfather had invested his money wisely, he would have been a rich man" non suona proprio siccome le DUE cose sono nel PASSATO (se lui fosse stato piu' intelligente, lui sarebbe stato ricco, ma tutto nel passato, e non nel presente). Non so se mi spiego bene.

Sì, è stata una dimenticanza in questo caso.
Il mio dubbio è sulla frase seguente:

If my grandfather did have 3 balls, he would have been a pinball.
Oppure: if my grandfater had

Il "did have" non suona bene nella frase da te redatta (sopratutto quando si usa il "if"-se), si dice semplicemente "had".
Potrei dire: "did you have breakfast this morning" (hai fatto colazione sta mattina?.
Ma non posso dire "If I did have breakfast this morning, I would not have been hungry". Capisci che non fa senso?

Da quello che ho capito, la prima parte resta invariata. E' la seconda che indica la continuità o meno dell'azione (would be, lo è ancora - would have been, lo sarebbe stato ma non lo è più).
